How to exclude user's personally preferred services from add this

N.B. services_compact will always be merged with the user's personally preferred services. For example, if Tumblr isn't in your services_compact list, but the user shares to Tumblr frequently, it'll still appear, merged with your list. To prevent specific services from ever appearing, list them in services_exclude.
Questions - what is solution to show only services mentioned in services_compact? I don't want add this functionality to be merged with user's personally preferred services.
Unfortunately there's not a way to do that at the moment.
